Employment Benefits

The information below is a summary of all employee benefits.  For rates and detailed plan comparisons, refer to our benefits brochure

Health Insurance 

We offer two open access (no referrals required for specialist visits) plans through Anthem Blue Cross Blue Shield:

  • Core point of service – no deductibles for in-network benefits and no additional coinsurance for in-network benefits after co-pays
  • Value point of service – $200 deductible for single coverage/$400 for family coverage and a 20% coinsurance required for most services

Both plans include prescription and vision benefits, in-network preventive care services covered at no cost and out of network benefits.   

Dental Insurance

We offer three plans through Delta Dental of Virginia:

  • DeltaCare – requires you to select a DeltaCare panel dentist (limited network of dentists and orthodontists); there is no annual benefit maximum.
  • Delta PPO and Delta Premier – the annual benefit for these plans is $1,000 per member per contract year; orthodontic coverage is limited to a lifetime maximum benefit of $1,000 for participant; implants covered under these plans.

Retirement and Disability Plans

Retirement and disability plans are provided by the Virginia Retirement System (VRS).  Benefits vary depending on when you become a VRS member.  If you are not currently in VRS and you come to work for Hanover, you will be in the hybrid plan.  If you are a VRS member, you should know which plan you are in, based on when you became a member.  VRS has a brochure that covers the membership requirements for and differences of each plan. 

Virginia Retirement System (VRS)

  • Covers full-time employees
  • We pay 95% and the employee pays 5% of the cost
  • Enhanced benefits for Hazardous Duty Public Safety Employees (LEOS)
  • Health Insurance Credit – upon retirement, you may be eligible for a health insurance credit to assist with the cost of your health insurance premiums

Deferred Compensation Plans

Allows employees to make voluntary contributions to individual retirement plans.  Both 457(b) pre-tax and 457(b) Roth post-tax plans are available.  These are provided by Lincoln Financial.

Disability Insurance

Hybrid Long-Term (LTD)/Short-Term Disability (STD)

  • We provide LTD and STD benefits (at no cost to the employee) to all VRS hybrid employees
  • If you become disabled and are approved for short term disability your income replacement is based on your years of service and would start after 7 days
  • Your LTD benefit would start after you have been disabled for 125 days

VRS Plan 1 and 2 STD

  • We offer an optional short-term disability plan to all benefits-eligible employees
  • Optional STD benefits paid by employee
  • Provides income replacement if employee is out of work due to their own personal injury or illness

VRS Plan 1 and 2 LTD

  • We pay 100% of the cost for you
  • If you become disabled, the long-term disability program replaces 60% of your monthly income, to a maximum of $6,000.00 per month, and benefits may continue until age 65
  • Long-term disability benefits would begin after 180 days (6 months)
  • During this waiting period, you may use short-term disability benefits (if purchased) or accumulated sick leave to provide income replacement
  • Should you return to work on a part-time basis, the plan may pay partial benefits

Flexible Spending Accounts (FSA)

We offer two FSA accounts. Employees may defer for certain expenses through payroll pre-tax deductions.

  • Unreimbursed Medical – up to $2,500 annually for expenses you pay out of pocket for yourself and your eligible dependents such as copayments, deductibles, eyeglasses, dental work, orthodontics, prescriptions, etc.
  • Dependent Day Care – up to $5,000 annually for expenses outside of your household for the care of a dependent

Time Off Benefits

Holidays – 11 established holidays and 2 floating holidays per calendar year

Annual Leave

  • Less than 1 year, 96 hours front loaded
  • 1-4 years, accrue 4 hours per pay period
  • 5-9 years, accrue 5 hours per pay period
  • 10-14 years, accrue 6 hours per pay period
  • 15-19 years, accrue 7 hours per pay period
  • 20 + years, accrue 8 hours per pay period

Sick Leave Accrual

  • All full time employees accrue 5 hours per pay period
  • All new hires are front loaded with 120 hours their first year

Annual and sick leave accrual is prorated for benefit eligible part-time employees. Annual leave accruals are capped based on years of service.

Other Insurances

Life Insurance

We pay 100% of your basic life insurance, which is two times your salary for a natural death or four times your salary for an accidental death. 

  • The VRS offers full-time employees the opportunity to purchase additional life insurance. 
  • If employees purchase additional insurance coverage for themselves, they may also purchase it for their dependents
  • Additional life insurance will supplement the basic VRS group life insurance coverage provided by the county

Supplemental Insurance

Through AFLAC, we offer supplemental voluntary insurance plans. These plans are designed to help fill the gap left by expenses that your health insurance may not pay.

  • Group critical illness plan
  • Group accident plan
  • Individual cancer plan

Long-Term Care Insurance

We offer group long-term care insurance through the VRS. 

  • All full time employees of the county and their eligible family members may enroll
  • Voluntary benefits paid by employee
  • This program helps with cost for long term care such as nursing homes and care received in the home to assist with bathing, eating and other daily living

Employee Assistance Program (EAP) 

We offer no-cost counseling services for all employees and other household members, regardless of your participation in county health plans.  Visit Optima EAP for more information.

  • We also offer services for legal/financial/identify theft assistance.
