Employment Benefits

The information below is a summary of all employee benefits.  For rates and detailed plan comparisons, refer to our benefits brochure

Health Insurance 

Hanover County offers three open access (no referrals required for specialist visits) plans through our Anthem Healthkeepers plan

  • Core – no deductibles for in-network benefits and no additional coinsurance for in-network benefits after co-pays
  • Value $500 deductible for single coverage/ $1,000 for family coverage and a 20% coinsurance required for most services
  • High Deductible Health Plan (HDHP) with a Health Savings Account (HSA) – lower cost option with $3,000 single $6,000 family deductible. The County currently contributes to the HSA to assist the employee in meeting the deductibles.
    • Note: If you or your spouse currently participate in a Medical FSA you cannot participate in the HSA.

All three plans include prescription and vision benefits, in-network preventive care services covered at no cost and out of network benefits.   

Dental Insurance

We offer three plans through Delta Dental of Virginia:

  • DeltaCare – requires you to select a DeltaCare panel dentist (limited network of dentists and orthodontists); there is no annual benefit maximum.
  • Delta High Plan and Delta Low Plan– the annual benefit for these plans is $1,000 per member per contract year; orthodontic coverage is limited to a lifetime maximum benefit of $1,000 for participant; implants covered under these plans.

Retirement and Disability Plans

There are three Virginia Retirement System (VRS) Plans: Plan 1, Plan 2 and the Hybrid. Benefits vary depending on your membership date and vesting. See the detailed comparison guide to determine your plan and visit the VRS website for detailed plan information (hyperlink). Disability retirement is provided by VRS for Plan 1 and Plan 2 members. There is no disability retirement for Hybrid plan members. Hybrid members participate in the VRS short term disability program. 

Virginia Retirement System (VRS)

  • Covers full-time employees
  • Employees contribute 5% of salary on a pre-tax basis
  • Enhanced benefits for Hazardous Duty Public Safety Employees (LEOS)
  • Health Insurance Credit – upon retirement, you may be eligible for a health insurance credit to assist with the cost of your health insurance premiums

Deferred Compensation Plans

Allows employees to make voluntary contributions to individual retirement plans.  Both 457(b) pre-tax and 457(b) Roth post-tax plans are available.  These are provided by Lincoln Financial.

Disability Insurance

Short-Term Disability (STD)/ Hybrid Long-Term (LTD)

  • We provide LTD and STD benefits (at no cost to the employee) to all VRS hybrid employees
  • Hybrid employees are eligible for STD through VRS one full year after their hire date
  • If you become disabled and are approved for short term disability your income replacement is based on your years of service and would start after 7 days
  • Your LTD benefit would start after you have been disabled for 125 days

VRS Plan 1 and 2 Short Term Disability (STD)

  • The County provides STD benefits at no cost to the employee
  • After the 7 calendar day waiting period (during which time employees can use their leave) the County pays 60% of pre-disability income for 26 weeks to include the elimination period.
  • Employees may supplement this with their leave for 100% of pay

VRS Plan 1 and 2 Long Term Disability (LTD)

  • We pay 100% of the cost for you
  • If you become disabled, the long-term disability program replaces 60% of your monthly income, to a maximum of $6,000.00 per month, and benefits may continue until age 65
  • Long-term disability benefits would begin after 180 days (6 months)
  • Should you return to work on a part-time basis, the plan may pay partial benefits

Flexible Spending Accounts (FSA)

We offer two FSA accounts that employees may participate in by contributing funds pre-tax through payroll deductions.

  • Medical – up to $2,550 annually for expenses you pay out of pocket for yourself and your eligible dependents such as copayments, deductibles, eyeglasses, dental work, orthodontics, prescriptions, etc.
  • Dependent Day Care – up to $5,000 annually for expenses outside of your household for the care of a dependent

Time Off Benefits

Holidays – 11 established holidays and 2 floating holidays per calendar year

Paid Time Off Accruals

  • Less than 1 year, 168 hours front loaded
  • 1-4 years, accrue 7 hours per pay period
  • 5-9 years, accrue 8 hours per pay period
  • 10-14 years, accrue 9 hours per pay period
  • 15-19 years, accrue 10 hours per pay period
  • 20 + years, accrue 11 hours per pay period

Paid Time Off accrual is prorated for benefit eligible part-time employees. Accruals are capped based on years of service.

Other Insurances

Life Insurance

We pay 100% of your basic life insurance, which is two times your salary for a natural death or four times your salary for an accidental death.  Basic life insurance is provided by VRS through Securian Life Insurance Company.

  • Optional Life insurance is available for all VRS full-time employees. This benefit allows employees to cover themselves and/or dependents for additional insurance

Supplemental Insurance

Through AFLAC, we offer supplemental voluntary insurance plans. These plans are designed to help fill the gap left by expenses that your health insurance may not pay.

  • Group critical illness plan
  • Group accident plan
  • Individual cancer plan

Long-Term Care Insurance

Long term care is available to employees who wish to enroll. Information can be obtained by contacting Genworth at 1-866-859-6060.

  • All full time employees of the county and their eligible family members may enroll
  • This program helps with cost for long term care such as nursing homes and care received in the home to assist with bathing, eating and other daily living

Employee Assistance Program (EAP) 

We offer no-cost counseling services for all employees and other household members, regardless of your participation in county health plans.  Visit Optima EAP for more information.

  • We also offer services for legal/financial/identify theft assistance.
